This is the forerunner to the first bi-metallic decimal coin, the 1997 £2 coin.

These £2 trial pieces are struck as prototypes in preparation for the minting of a new coin. They are distributed, not as legal tender, but as samples to the automatic vending industry for the purpose of re-calibrating machines prior to he circulation of the new coin.

In 1998 4575 blister packs were issued by the Royal Mint, explaining the stages of production. The pack and its holder do have minor marks, the coin and blanks are all as issued in the pack.
