Bridewell is an old name for a local prison, and the token's issuer was probably the governor or "keeper". On close examination the "clubs" appear to be tipstaves, ceremonial staffs of office used by law enforcement officials to demonstrate their authority. In this instance the 3 may represent the mayor, as chief magistrate who appointed the town constables, the recorder (the local professional judge), and the keeper. as governor of the prison.
